Every crossing in a route is waste: two edges that cross can always be swapped for two that do not. Repeat until none are left and the tour finds its own shape — no map, no heuristic about geography. The dashed line is the limit the best possible route approaches, and it holds a surprise: for enough stops it depends only on how many stops and how big the area. Not on where a single one of them is.
